DNC vs. Honeypot vs. Litigator Numbers: A Quick Comparison Guide
DNC, honeypot, and litigator numbers get talked about together so often that it's easy to assume they're the same kind of check. They're not — each catches a different risk, from a different data source. Here's a straight comparison.
DNC numbers
What they are: Numbers registered by consumers on the National Do Not Call Registry (or a state equivalent) to opt out of telemarketing calls.
How they get flagged: The consumer registered voluntarily — it's a passive opt-out, not targeted at any specific caller.
What it tells you: This person does not want telemarketing calls, period.

Honeypot numbers
What they are: Numbers set up specifically to receive and document unsolicited calls as evidence.
How they get flagged: Actively planted — the number exists to attract calls, not to opt out of them.
What it tells you: Dialing this number carries a materially higher chance of generating a documented complaint than an ordinary consumer number.

Litigator numbers
What they are: Numbers associated with a documented history of TCPA complaints, lawsuits, or professional-plaintiff activity.
How they get flagged: Based on prior legal activity, not registration or DNC status — a litigator number can be on or off the DNC registry.
What it tells you: This number belongs to someone with a track record of pursuing TCPA claims specifically.

The overlap that trips people up
A number can be clean on the DNC registry and still be a honeypot or litigator number — the three lists don't fully overlap, and a scrub against only one of them leaves the other two risks completely unchecked. This is the single most common gap in outbound compliance programs: assuming a passed DNC scrub means the number is safe to call, when it only answers one of three relevant questions.
The practical takeaway
A complete pre-dial check needs all three data sources, checked together, every time a list goes out. Not as three separate tools — as one scrub with three checks behind it.
